Paul has been practising in compulsory purchase for over 30 years and is a partner at Carter Jonas. He has advised acquiring authorities on schemes including HS1, HS2, Jubilee Line Extension and Crossrail, as well as regeneration schemes including Hounslow, Newham, Barnet, Canterbury, Leeds, West Bromwich, and Lincolnshire. He has advised land owners on many compensation claims and objections to Orders. He currently serves on the Board of the Compulsory Purchase Association and was Chair in 2009/10 and Hon Sec from 2016-19 . In these roles Paul has been closely involved with reforms secured in the Localism Act 2011, the Housing and Planning Act 2016, and the Neighbourhood Planning Act 2017. He also serves on the RICS Compulsory Purchase Expert Working Group
