Duncan is a partner and head of planning in the Exeter office of Stephens Scown LLP, having previously been a Managing Associate at Bond Dickinson. 

He advises on a variety of planning and highways matters for clients ranging from ferry operators to caravan park owners as well as residential and commercial property developers. He has previously advised government departments and has acted for a number of local authorities in London and elsewhere. His practice covers standard infrastructure documents such as s106 and highways agreements, planning applications, permitted development rights, certificates of lawfulness, planning and enforcement appeals (including advocacy) and High Court challenges. His most recent high-profile inquiry was acting for Red Funnel ferries on the consenting of its new marshalling yard and terminal at East Cowes.
