Since graduating from Reading University Patrick has taken a keen interest in the special valuation practice of Rating and in 1986 obtained the RICS Special Diploma in Rating. He has undertaken work in the international field including advising the Ethiopian government on the property tax in Addis Ababa.

A former District Valuer and Group Valuation Officer, Patrick spent many years, before retiring from the VOA, as Head of Rating Valuation in the VOA’s Chief Executive’s Office including overseeing Upper Tribunal cases and undertaking work on rating problems generally.

Patrick is a visiting lecturer at Bayes (formerly Cass) Business School and an assessor on the RICS Rating Diploma Study Course. He is a well-known speaker at many RICS and other events, plus various international conferences.

He is co-author of ‘Rating Valuation Principles and Practice’ the rating textbook for students and practitioners, soon to be in its fifth edition, joint author of a History of the Valuation Office and a soon to be published History of the Rating Diploma. He is a regular contributor to the IRRV's 'Insight' and 'Valuer' magazines.

Patrick has for many years been involved in the RICS Code of Measuring Practice and sat on the committee that prepared the 6th edition. He was involved in early work on international measuring standards and now sits on the RICS IPMS consultation panel.

He is a past President of the Rating Surveyors' Association and is the current Chairman of the RICS Rating Diploma Holders' Section.
