Richard Owen is a partner in the Real Estate practice of Deloitte LLP and leads the firm’s Compulsory Purchase practice.
He is a member of the Institute of Revenues, Rating
and Valuation, a Fellow of the Royal Institution of Chartered Surveyors and
currently a member of the RICS Compulsory Purchase and Compensation Policy
Panel. He was the principal author of
the ODPM (now DCLG) Compulsory Purchase Procedure Manual and a consultant to
the Law Commission for it review of Compulsory Purchase process.
He joined Deloitte as part of the Drivers Jonas merger in March 2010. Prior to joining Drivers Jonas in 1988,
Richard trained with the Valuation Office, where he worked in a London
office.
Richard has more than 30 years’ experience in the field of compulsory purchase and compensation and its use for major infrastructure, regeneration and development projects, for a wide variety of government departments, local authorities and developers across the UK and elsewhere.
Notable projects include HS2, London City Airport, London 2012 Olympic Games, CTRL (now HS1) and a variety of city-centre development schemes.
