Michael qualified as a Chartered Surveyor in 1990 and has over 36 years’ experience with the Valuation Office Agency dealing with valuation of property for a range of purposes. From 1986 to 2001 he worked in the Folkestone Valuation Office and in 2001 he transferred to the VOA Head Office Rating Directorate to work on procedures policy and advice and Lands Tribunal litigation. In 2006 he was appointed as Head of the Rating Litigation and Technical Policy team dealing with legislation, procedures and exemptions policies, litigation and provision of advice to the VOA network. Following recent restructuring of the VOA Michael’s role now sits within the Property Professional Services directorate of Chief Valuer Group and covers Council Tax as well as Non-domestic Rating. 

Michael is a member of the RICS Rating and Local Taxation Forum and is one of the VOA representatives on the Valuation Tribunal for England User Group and the Upper Tribunal Lands Chamber User Group.
