Andrew joined the VOA from HMRC in February 2015. He spent 24 years working in HMRC doing various jobs including investigations - everything from taxi drivers to multinationals - policy work, process ownership work and various management and strategy roles.
Andrew’s last role at HMRC was heading up the Charities office which administered the Gift Aid scheme and made sure all UK charities complied with their tax obligations As the VOA’s Director of Strategy, Policy and Customer in the VOA's Strategy Group Andrew is responsible for five teams covering Corporate Strategy, Policy, Customer Strategy, Products and Processes, and Stakeholder Strategy. These teams help the VOA Board to set their corporate, customer and stakeholder strategic direction. They also liaise with our policy partners in the Department for Communities and Local Government, HM Revenue & Customs (HMRC) and HM Treasury, and help design and improve the processes we all use every day to complete our work. Andrew is the Programme Director for Appeals Reform (Check Challenge and Appeal) in the VOA.
