Paul is currently the Director of the Non-Domestic Revaluation in the Valuation Office Agency (VOA). He is a Chartered Surveyor and after spending a short, 2 year period in private practice he joined the VOA in 1990 and has 34 years of service. He has participated in all eight Revaluation Programmes conducted by the VOA since 1995 and has led at a local-level for 2005 & 2010, before running the City of London NDR Rating team between 2011-14. He was then appointed the Head of the Revaluation programme in 2014, before moving into the current position of Director in 2023. He has gained an in-depth knowledge of programme management and leading national teams to deliver the VOA’s largest single operational programme, which employs between 500-700 staff at the peak of delivery and ensures commitments to Government departments are met on the production of 2.15 million valuations with a total Rateable Value of £73Bn.
