William Upton

Barrister, Six Pump Court


William is a barrister specialising in planning, environmental and local government law, and is Secretary of PEBA, the Specialist Bar Association. He practices from the Chambers of Stephen Hockman QC, at 6 Pump Court, Temple, London. As well as advising and arguing about housing land supply and viability issues at planning inquiries, his planning work has included 14 development plan examinations to date. He has also acted on Community Infrastructure Levy examinations, including for the London Borough of Tower Hamlets where the issues included Crossrail funding and major development sites at Canary Wharf. Recent court cases have included Cooper Estates v Tunbridge Wells BC [2017] (reasons in Local Plan reports). A major part of 2014-2015 was spent on Coventry v Lawrence, in which the Supreme Court significantly reviewed the law on private nuisance, including its relationship with the planning regime.
