Steven Kidd

Senior Property Acquisition Manager, High Speed Two (HS2) Limited

I get satisfaction from managing challenging and complex property projects - analysing, costing and overcoming significant constraints to generate a return, whether financial or unlocking wider regeneration opportunities.

Key projects: leading on several CPOs with a strong record of success in the Upper Tribunal; industrial land, including the sale of 35 acres for a major food distribution facility; negotiating of a section 106 planning obligation agreement for 5000 homes in London’s Royal Docks; leading development of a flagship Sustainable Industries Park.

Compulsory Purchase: leading or overseeng high-profile CPOs in London’s regeneration priority areas including the 2012 Olympic Games. Experience includes complex “section 17” certificates. I have also worked on transport related acquisitions for highway schemes, the Channel Tunnel Rail Link and Crossrail.

Site Constraints: gasholders, pylons, overhead cables, high-pressure gas pipelines; site contamination (eg, ammonia, former landfill waste, radioactive slag, hydrocarbons); flood risk; ecology and biodiversity; utilities infrastructure; transport.

Property Development: project management of site preparation for commercial or residential development; procurement of development partners; a detailed understanding of the development process, town planning, and financial viability.

Leading teams and working with consultants: I lead multi-disciplinary teams that include consultants dealing with property, legal, engineering, hydrology, ecology, transport, quantity surveying, and planning, and work effectively to deliver results to tight budgets and timescales. I work closely with other stakeholders such as utility companies, the Environment Agency, highway authorities, planning authorities and strategic bodies. I have good communication skills and an ability to work effectively at all levels. I have managed procurement framework panel for approved property consultants.

Specialties: Land and building disposals, land acquisitions; compulsory purchase; leases and other interests, including a thorough knowledge of commercial landlord and tenant law, easements, wayleaves and other minor property interests; sustainability.
