Charles is a member of the Attorney General’s panel of Counsel (C Panel) and regularly represents central government in court. He was ranked as one of the top junior barristers by Planning Magazine. He has a wide public law practice spanning environmental, planning, licensing, EU and wider public law/ human rights cases. His clients have ranged from Tarmac and Shell UK Oil Products to the Sheffield Tree Protesters and Friends of the Earth. He has appeared at all levels, including before both the Supreme Court and Court of Justice of the European Union.

Charles regularly acts in the High Court and Court of Appeal as sole counsel for both claimants and defendants. He has a particular interest in cases with an international dimension and has appeared in a large number of cases engaging European law, the European Convention on Human Rights and the Aarhus Convention.
