David Waterhouse

Head of Planning and Land - Planning Policy & Reform Division, MHCLG


David is Head of Planning & Land within the Planning Policy and Reform Division at MHCLG where he is responsible for planning policy in relation to design, density, new settlements and small and medium sites. 
He spent nearly 5 years as Assistant Director of Design Council Cabe overseeing the merger of the organisation and developing the Cabe business unit into a self financing organisation, working with cities and authorities across England.
He previously worked at the Department for Communities and Local Government (DCLG) where he ran the Housing Market Renewal and Growth Programmes across England between 2007 and 2011.
He is a regular speaker at planning policy and regeneration events across the country, an External Examiner at the University of Liverpool, an Academician at the Academy of Urbanism, and a founding member of the International Garden Cities Institute.
