Rupert Warren QC is currently joint Head of Chambers at Landmark. He
took silk in 2012 and practices exclusively in planning and related areas such
as Infrastructure, Compulsory Purchase and Local Government law.
Formerly a member of the Attorney General’s A Panel of Counsel, Rupert continues to act for and advise Government. He advised on the 2012, 2018 and 2019 versions of the NPPF, and related PPG. He currently advises the various interested Departments on the Oxford-Cambridge Arc. He has advised and acted for Government on several of the largest development consent decisions in recent times, for instance Hinkley Point C.
Much of his practice comprises advising and representing the development industry. His clients include most major housebuilders and development companies. His current work centres on major housing and mixed use development including new settlements, with a current caseload including 6 new settlements eg Easton Park for Landsec (10,000 homes). Rupert also has substantial experience in the fields of heritage, specialist housing for the elderly, hotel, sport and leisure development, retail and commercial development, tall buildings and development in London. He advises in relation to foreign investment in England by several sovereign wealth funds.
