John Berry MRICS

Director for Property Professional Services, Chief Valuer Group, Valuation Office Agency


As Director of Property Professional Services, John is responsible for the legal and technical policy, and professional guidance for the Agency’s Council Tax, Non-Domestic Rating, District Valuer Services and Rent Officer functions. Working with the Chief Valuer and Programme Manager he is also responsible for the delivery of the 2023 Revaluation, which is a major strategic objective for the Agency.

John's remit also covers Valuation Assurance, Customer Compliance, and oversight of the Agency’s surveyor pipeline covering graduates, apprentices and placement students. He also oversees a substantial element of the Agency’s resources, budgets, risk registers, learning and Information Asset Management. Since early 2020 he has been leading the Agency’s COVID-19 response and Business Continuity activity.

John joined the Agency in 1986 and qualified as Chartered Surveyor through the Agency’s Cadet Valuer Scheme 1992, working on specialist leisure classes of property.  In recent years, he has undertaken a number of senior leadership roles across the Agency including Training and Development, Strategy and Change Management, Council Tax, and operational delivery. In 2020 John became Director for Central Operations and led work on three-yearly revaluations, before taking up his current post in October 2020.

John was born and brought up in Manchester but has lived in and around South Yorkshire and the East Midlands for most of his adult life. He lives in the Peak District in Derbyshire where he enjoys free time walking and enjoying the pubs and cafés on route. John has a son and a daughter - the latter is currently undertaking a Real Estate degree.
