Brad is a Lead Technical Adviser within the Chief Valuer Group of the Valuation Office Agency. He has a long background in the VOA, having joined as a trainee surveyor in 1988.

After gaining his qualifications, Brad has been mainly involved in Local Taxation, with experience of both Council Tax and Non-Domestic Rating, working as a practising surveyor and later as a Team Leader.

While most of his career has been based in Wales, Brad has also worked in Bristol and the East Midlands. He has been responsible for delivering revaluations in both non-domestic rating and council tax and also leading the subsequent appeal processes in each discipline.

His wide experience places him well to provide advice to colleagues across the VOA on developing technical issues and he is also responsible for managing the litigation of appeals at the Upper Tribunal and High Court.
