Roger is one of the UK’s most experienced town planning consultants, with a very wide range of experience across all sectors, and in most parts of the United Kingdom.

He holds a First-Class Honours Degree in Town & Country Planning from the University of Manchester, and a Masters in Town Planning from the same university. He is a Fellow of the Royal Institution of Chartered Surveyors, a Member of the Royal Town Planning Institute, a Fellow of the Royal Society of Arts, and an Academician of the Academy of Urbanism.

After an initial period as a planning officer with Greater Manchester Council, Roger has been a planning consultant throughout his career to date. He was at G L Hearn in London 1982-85; and an Associate then a Partner at J R Eve (later Grimley J R Eve, later GVA Grimley) 1985-1995. In 1995, he co-founded Hepher Dixon, which grew to 90-strong by the time it was acquired by Savills in 2007. Roger was Savills’ national Head of Planning, leading a team of nearly 200 planners, from 1988 to 2014, and sat on the Board of Savills UK.

He co-founded the company that is now hgh consulting in 2015. hgh employs a team of 24 planners and related professionals, based in an office in Marylebone, Central London. It has developed a successful track-record in securing planning permissions and other planning consents for a wide range of landowners and developers.

Roger is an experienced expert witness, having appeared at many public inquiries and hearings relating to applications for planning permission, Listed Building consent, Certificates of Appropriate Alternative Development, removal of restrictive covenants and footpath diversion.

He is active in the affairs of the RICS, British Property Federation and London First. He was a member of the coalition Government’s Planning Sounding Board; was appointed by Nick Boles (then Planning Minister) as a Red Tape Challenge Champion; and has been a member of the expert panel advising Bridget Rosewell OBE’s review of Planning Appeal Inquiries.
