Tom Winter is Head of Development Delivery in the Scottish Government’s Planning, Architecture and Regeneration Division (PARD). A chartered town planner, he has over 12 years’ experience working in both the private sector and in Central Government. Prior to joining the Scottish Government in 2020, he was policy lead for compulsory purchase at the UK Government Ministry for Housing, Communities and Local Government (MHCLG – now DLUHC), where he led on the implementation of CPO reforms contained in both the Housing and Planning Act 2016 and Neighbourhood Planning Act 2017. Tom has previously worked as a planning consultant at Aecom and Quod, advising public and private sector clients on a range of development and infrastructure projects.
