Liz Ratcliff is the VOA’s Policy and Business Change Director for NDR Reforms. Liz has been with the VOA for just over 20 years and has had a variety of roles, mostly relating to non-domestic rating, including as a rating specialist and as Head of Valuation Assurance and Compliance, before leading for VOA on the Business Rates Review and implementation of reforms.
