David has been employed by the Valuation Office since 1991, qualified in 1993 and is now a fellow of the RICS. He is the lead specialist for the Utilities and Transport team; a team responsible for the valuation and maintenance of the Central Rating Lists, as well as assessments on related industries appearing in the local list. David is a Rating Diploma holder and award winner. He has many years’ experience in Valuation Tribunal and Upper Tribunal. David was heavily involved in the operational implementation of CCA and prior to his current role, was a technical advisor on the VO’s Litigation and Policy team.
