David has been employed by the Valuation Office since 1991, qualifying as a full member of the RICS in 1993.  He is the lead specialist for the Utilities, Transport and Telecoms team; a team responsible for the valuation and maintenance of the Central Rating Lists, as well as assessments on related industries appearing in the local list. David is a Rating Diploma holder and award winner. He has many years’ experience in Valuation Tribunal and Upper Tribunal. David was heavily involved in the operational implementation of CCA and prior to his current role, was a technical advisor on the VO’s Litigation and Policy team.
