Mandy has been involved with rating since joining the VOA in 1988 and has been involved with CCA since its inception as one of four Challenge team leaders who oversaw the role out of Challenge across England in 2017. She became an adviser in the Litigation and Policy team in early 2019 providing technical advice within the Agency and case managing litigation. Mandy returned to this role in November 2021 following a fourteen-month secondment where she worked with colleagues across Whitehall on the Business Rates review consultations and final report.
