Clare leads the Welsh Government’s response to its commitment to a fairer and more progressive council tax. In her 15 year career in the civil service she has delivered the Welsh local authority and police funding settlements, and contributed to the reform of local government structures in Wales. In recent years she has brought together a programme of research into reformed local government finance systems, including detailed work on alternative forms of local tax such as local land value and local income taxes.
