Guy is Head of Technical and Specialisms in the Rating team at Colliers International and has over 34 years’ experience in the valuation of property for local taxation.
For 23 years he worked in the Valuation Office Agency where he was Director of Council Tax and a member of the VOA’s Board involved in the strategic direction of the Agency. Prior to this he was the Head of the Utilities Rating Team responsible for the assessment of regulated industries including electricity, gas and water, and the statutory docks and harbours.
Guy is a Fellow of the Royal Institution of Chartered Surveyors and a member of the Rating Surveyor’s Association. He became an RICS Rating Diploma holder in November 2015 winning the James Logie Milne Prize.
Experience also includes:
- Reducing British Telecommunication’s Central List assessment by over £300million on the 2017 Rating List.
- Saving electricity clients in Northern Ireland over £50million in rates liability on the 2015 Revaluation.
- Expert in the Armistead Wind Farm appeal case [2017], a decision on the assessment of renewable projects.
- Expert in the Queen Elizabeth Hospital Birmingham appeal case [2017] dealing with the valuation of new PFI hospitals using the Contractor’s Basis.
- Consultant to Welsh Government on the assessment of hydro-electric electricity generators and district heating systems.
- Advisor on the valuation of ports to the Minister for Local Government and H.M. Treasury before the Treasury Select Committee and in the House of Commons.
