Debbie is a legal director in the Planning and Environment team at TLT, joining them in 2016 to enhance the firm’s planning provision in the north of England, focusing particularly on public sector work and local authority CPO promotion, whether for regeneration or infrastructure schemes. 

Debbie has over 16 years' experience of advising on all aspects of planning, regeneration and infrastructure.  Since joining TLT, she has successfully promoted seven CPOs and is currently working on another nine schemes, including HIF forward funded schemes in Oxfordshire and Cheshire.  Debbie regularly provides advice on CPO and its interaction with planning matters, Side Roads Orders, Bridge Schemes and navigation rights, statutory blight, and appropriation issues, including advising Members in Committee Hearing and Cabinet.  She is experienced in compulsory purchase compensation claims for both public and private clients.  This includes contested proceedings, having recently taken a significant volume of references through the Upper Tribunal (Lands Chamber).

Debbie is a Legal Associate Member of the Royal Town Planning Institute and has been a previous CPA “Talking Head” on issues surrounding statutory blight.
