David is the Registrar and the Chief Clerk for the Valuation Tribunal for England and therefore the tribunal’s leading judicial adviser. Prior to his appointment as Registrar, David was the Deputy Registrar. 

David looks after the tribunal’s complex case workload and is heavily involved in both members’ and staff training.

Prior to the establishment of the VTE, David was the statutory clerk of a number of local valuation tribunals. Before he joined the tribunal service, David was employed by Birmingham City Council in its Rates Department.

David is a fully qualified member of the Institute of Revenues, Rating and Valuation and a regular speaker at IRRV Forum and Regional Association events.
