Dawn is a Chartered Surveyor in the Valuation Office Agency (VOA). She was appointed Unit Head for Regional Valuation Unit South in 2021 and leads a team of around 230 people to deliver non-domestic rating revaluations, maintenance of the lists and Check, Challenge and Appeal (CCA) work.

Dawn is also the Valuation Officer and Listing Officer for the South of England region.

Dawn has held a wide range of leadership roles in the VOA including Senior Design Lead for Business Systems Transformation, Team Leader, Inner London Offices and Policy Lead for non-domestic rating.
