Neil has been employed by the VOA since 1999 and became a member of the IRRV in 2009. Neil joined the Litigation and Technical Policy Team in 2012 and is currently a Technical Adviser who has responsibility for overseeing the VOA Rating Manual, is chair of the Exemption Coordination Team and provides technical support and advice to the North Valuation Unit of the VOA.
