Member, The Upper Tribunal (Lands Chamber)


Mark is a full time Member of the Upper Tribunal (Lands Chamber) having been appointed in 2019 and has been in post since November 2020. In his first year in the Judiciary he has heard cases involving rating appeals, blight notices, restrictive covenants, compulsory purchase, the Telecommunications Code, leasehold enfranchisement and inheritance tax.

Prior to joining the Upper Tribunal he spent 33 years at Montagu Evans LLP including 8 years as Head of Rating. His professional experience spans the retail, office, health, industrial and leisure sectors and he was a long term advisor to many of the best know retail names including Harrods and McDonald’s. He chaired the Royal Institution of Chartered Surveyors Rating and Local Taxation Policy Panel for 10 years and is the co-author of the Rating Consultancy Code of Practice. He also made a significant contribution to the forthcoming revisions to the RICS Practice Statement: Surveyors Acting as Expert Witnesses.

Mark was President of the Rating Surveyors’ Association in its centenary year and is a former external moderator to the RICS Rating Diploma Holders Section. In recognition of his contribution to the Section he was recently appointed an Honorary Member.
