Rob Dickinson is the Head of Valuation for Council Tax Reform and Mass Appraisal for the Valuation Office (VO). He is currently leading on the valuation side for the High Value Council Tax Surcharge work along with the 2028 Council Tax Revaluation in Wales which is utilising mass appraisal techniques requiring close working with the Analytical and Data teams within the VO. He also oversees the work for the VO’s Model Assisted Valuation work for Non-Domestic Rating.
Rob, who is based in the Stoke on Trent office, joined the VO in 1989, training in local taxation and revenue and compensation valuation work. He qualified as a Member of the Royal Institution of Chartered Surveyors in 1991. He has undertaken a range of operational valuation roles on both Domestic and Non-Domestic properties. He has an extensive knowledge of domestic data and valuation issues and was involved in the banding of properties for the introduction of Council Tax in 1993 and was a key member of the VO’s first implementation of an AVM in the early 2000’s.
