Philip has been in practice for 55 years, including in the District Valuers Office preparing the 1973 Rating List, and for the last 30 years has focused on Business Rates Appeals. This includes a large number of appeals including presentations to VT, a Rating Test Case on Penal Rates Surcharge as the expert witness, and has covered appeals on all bulk classes of property, including offices, retail, large factories and warehouses, and specializes in properties which are valued by reference to Receipts and Expenditure Valuations, such as art galleries, licensed properties, golf courses, hotels, museums, theatres, race courses, petrol stations, etc. and also Contractors test valuations for schools and similarly other properties using this method.

He has detailed experience in Museums and Art Galleries acting for National Museums which are free admission, and valued on the Receipts and Expenditure method, together with Country House museums, and many properties classed as Tourist Attractions such as Zoos, Farm Parks etc.

Philip has also covered Landlord and Tenant matters, lease renewals and rent reviews, and in the early years some Compulsory Purchase compensation cases. He has appeared in the Magistrates Court, County Courts, even the High Court on one occasion. He has also acted as both Expert Witness and as Advocate in Valuation Tribunals. Similarly, as an Expert Witness in the Upper Lands Chamber successfully on agricultural exemptions and multistorey car parks where the method of valuation was amended. Philip was also closely involved with fitting out appeals, in particular Acenden at UT, and where he was the expert at the earlier VT Hearing.

Philip provides an in-house consultancy service to colleagues and from time to time have been instructed to provide rating valuations to clients who are considering developments or require independent valuation opinions.

He is trained as a Land Agent and Auctioneer and has worked in private practice, DV’s office and Local Government, Commerce for 12 years heading the premises division for a large financial services company, after which he went back into private practice. Philip is currently a Senior Rating Director at Ryan Property Tax UK with a National Remit.
