Compulsory purchase is a major tool in land assembly and is used to deliver major and high profile projects in Scotland. However the system groans and frustrates promoters and causes despair and anger from claimants. It is in this back drop that the CPA Scotland poses the question, where is best practice and how do we achieve it? At the same time, reform is coming to Scotland. The Scottish Government committed in its recent Programme for Government to taking forward improvements to CPO in advance of legislation, with a particular focus on bringing vacant and derelict land back into use and facilitating the delivery of housing.

The Compulsory Purchase Association, with over 700 members, has a dedicated Scottish National Committee. CPA Scotland has been an important part in the reform agenda, working with the Scottish Law Commission to facilitate the review of Scottish CPO law and practice and dialog on what reform is appropriate.
