This year’s CPA Wales National Conference takes place in the shadow of COVID 19. With venues remaining closed and working from home still the norm, we have reviewed and updated the 2020 programme and the event is now presented as two, two hour virtual sessions.

Assembling land can be through agreement, or when certain conditions are met, through compulsory purchase. The latter, if done right, creates certainty both in terms of success and within a time frame. As a consequence, compulsory purchase is a major tool in land assembly and is used to deliver major and high profile projects, but it can and is used for dealing with ransom land, securing empty, disused or dilapidated property, delivering a road, releasing land for urban development through the introduction of infrastructure et al.

It should therefore sit squarely within the toolkit for planners and planning authorities to stimulate and enable the delivery of local planning objectives. But compulsory purchase is recognised as one of the more complex areas of practice and is strewn with pitfalls for those not familiar with its nuances.
